VORTEX EFFECT AS A CONSEQUENCE OF NEGATIVE
TURBULENT DIFFUSIVITY AND VISCOSITY

Conditions of the appearance of negative turbulent viscosity 
and diffusivity have been analyzed. The vortex effect has been explained 
on the basis of negative turbulent diffusivity as a result of the 
reverse of the cascade of turbulent energy transfer.
